Roma want to take the Italian on loan to cover for injured Tammy Abraham but the Hammers have not ruled out a permanent sale.
Scamacca managed just three Premier League goals in his debut season after costing more than £30m from Sassuolo.
The bulk of the 24-year-old's goals have come in the Europa Conference League where he netted five times during the Hammers' successful European campaign.
His breakout season with the Serie A side saw him net 16 goals in 36 league games, earning him a call up to the Italian national team.
Paris Saint-Germain were in pole position to land Scamacca before West Ham lured him to the Premier League.

But the Italian has struggled at the London Stadium with his style less suited to that of David Moyes' side.
Teammate Michael Antonio recently gave an honest account of Scamacca's time at the club insisting he would benefit from playing under a different manager.
"He is actually quality, he is a quality player," Antonio said on the Filthy Fellas YouTube Channel.
"The problem is, he can not play the way the manager wants to play.

"He needs a different type of manager who will let him play with players to come off him and stuff like that.
"You see that, the ball comes to him, and it sticks.
"But with David Moyes, you have to feed off scraps, be a fighter… and he's not that."
