The 22-year-old had that figure slapped on him by the club's owners in an effort to deter Manchester United and Chelsea who are thought to be interested in his services.
But speaking on talkSPORT, Jordan insists the Hammers are the only ones who think the England midfielder is worth nine figures.
"Let's be clear about this nonsense you keep trotting out about David Moyes telling he's got a £100m player," the former Crystal Palace owner told co-host Jim White.
"He hasn't got a £100m player, because if he had a £100m player someone would be bidding 100m quid for him and they'd be selling him.
"If West Ham are the only people in the room regarding him as a £100m player and nobody else does then he isn't a £100m player, is he?
"Michael Carrick was pivotal to a successful Manchester United team at times, but he wouldn't have gone for 70 or 60m quid like some other players were because you look at players in different ways, don't you?"
While Rice may not be worth £100m in the market, he most certainly is to West Ham and the role he carries as an excellent holding midfielder.
Following his exertions from the Euros, he had a delayed return to West Ham, but that did not change Moyes' decision in fielding him in the club's first match of the season last Sunday.
Moyes said: "For someone who has only been back as we know, he has been a major player for England in the Championships.
"He looks as if he's has come back with a little more experience little bit more nous and we keep saying he has even more in the locker Declan to go.
"I thought he showed a little bit of that today when he was taking it on to another level today."
The 22-year-old has been a crucial member of Moyes' squad and often deputised as captain for the club in the absence of regular first team leader Mark Noble.
He helped the club finish in an impressive sixth placed which saw the Hammers secure qualification for the Europa League.
Rice has only ever played for one club since coming through their academy and has played 179 times in total scoring 5 goals and contributing six assists.
