The Manchester United legend was responding to a tweet by talkSPORT host Adrian Durham, who questioned why so many games were being called off.
Durham posted a screenshot of the current EFL rules that state teams must fulfil their fixtures if they have 14 available, including a goalkeeper.
It comes after AFC Wimbledon issued a strong statement in response to the high number of postponements in the EFL over the festive period.
It called on the governing body to implement strongest possible measures to make sure games can carry on, while also wanting to see clubs held accountable for the circumstances that led to postponements.
talkSPORT host Durham tweeted: "Here [are] EFL rules on postponing games. Championship first team squad plus the U23s = about 40 players.
"So 26 out? Possible but maybe games being called off too easily, more scrutiny needed. If things aren't right, then points should be forfeited and costs paid to club robbed of a home fixture."
Neville was in complete agreement with Durham and was frustrated with how Premier League teams have been wanting to get games called off.
"Completely agree Adrian," he wrote. "No way these clubs can't get a team out.
"We've seen in the PL when teams requests are rejected they end up playing near on full strength line ups.
"Time for clubs to get on with it and trust their young players unless in exceptional circumstances."
