Bayern are understood to have made a bid totalling £25million, with £21million up front and a further £4million in add-ons, but that was swiftly rejected by the Premier League club.
That is unlikely to be the end of the saga, though, with renewed efforts expected in the near future.
Transfer specialist Fabrizio Romano said Mane would be 'ready' to reach personal terms with Bayern, but there is still no agreement between the clubs.
He wrote on Twitter: "Sadio Mane would be ready to reach an agreement with FC Bayern on personal terms, not an issue - but there's still no agreement with Liverpool on the potential fee.
"Talks between the two clubs will continue in the next days."
With Robert Lewandowski seemingly likely to leave the Bundesliga giants this summer, Bayern are keen to land a marquee name as a replacement.
Groves discussed Mane's potential move away from Anfield and thinks he knows why the Senegal star would want to leave - to move out of the shadow of teammate Mohamed Salah.
"Mane wants to be the main man," the former Gunner told talkSPORT. "At Liverpool, Salah is the main man.
"Roberto Firmino is playing, Luis Diaz has come in and Diogo Jota is there. They play with a front-three so you can always rotate.
"Salah is always the first name of the three and Mane is the second. Firmino used to be important, but he has drifted out in terms of his importance.
"If you look at his numbers, left, right and through the middle, for Liverpool he has one goal in every two and a bit games.
"When he came from Southampton that was one in three, and wasn't playing in as good a team.
"His finishing has got better, he calms himself down more. Before, he was the typical wide player who got himself in those positions and rushed his finishing.
"He has improved on the clinicalness of his finishing.
"The way Liverpool are, their recruitment is excellent. Fabio Carvalho has gone from Fulham, Harvey Elliott is there as well, and they fit the profile of the way Liverpool play.
"You have to have a work ethic and be humble, you have to want to improve your game no matter how old you are."
