Joseph Watts is accused of assault by beating, going onto an area adjacent to the playing area and throwing a missile onto a football playing area, the Metropolitan Police said.
Watts, of Hackney, was charged on Tuesday and is due to appear at Highbury Magistrates' Court on February 17.
Following the incident on Sunday, the Football Association 'strongly condemned' what had happened, while Tottenham insisted that "violence in any form has no place in football".

Police said the Met's Football Investigations Team was assisted in its inquiries by the club.
Live footage from Sky Sports caught an argument between Ramsdale and Tottenham forward Richarlison, before a melee broke out behind the goal.
Images from inside the home end showed Ramsdale walking behind his goal to collect his water bottle, before an individual jumped onto the advertising hoarding and kicked him.

A Football Association statement read: "We strongly condemn the incident involving a spectator that followed today's Premier League fixture between Tottenham Hotspur and Arsenal.
"This is wholly unacceptable behaviour and we will work together with the police, the relevant authorities and the clubs to ensure the appropriate action is taken."
