The Magpies have made two signings this transfer window but are understood to be keen on bringing more defenders as Eddie Howe looks to strengthen his back line before the January 31 deadline.
At 21 years old, left-back Bakker is in the early years of his career but boasts a good level of experience for his age.
Having come through Ajax's famed academy, the Dutchman joined Paris Saint-Germain in the summer of 2019.
A lack of game time in Paris saw him move to Bayer Leverkusen last summer but the Premier League is the ideal place for Bakker to really take his game to the next level, believes Dutch football expert Marcel van der Kraan.
On Bakker's links to Newcastle, Van der Krann told Hawksbee ansd Jacobs: "I think it's a very possible one.
"He's the kind of player who is made for English football. He has pace and flair. Players like Kieran Trippier, he is very similar.
"He is not afraid of the big crowds or the pressure. I think he would do well and if there's a chance for the club to sign him, I think he would be a very good asset."
Another Dutch star linked with a Premier League move is PSV Eindhoven winger Cody Gakpo, with Liverpool and Arsenal understood to be interested.
The 22-year-old recently signed a new deal with his club, suggesting a move in January is unlikely, but talkSPORT has been told his agent has been in contact with a number of 'big-five English clubs' in January.
But Gakpo has been advised to not rush a move to England and to look at how the direction the careers of Donny van de Beek and Memphis Depay went after sealing their big Premier League moves with Manchester United.
On Gakpo, Van der Kraan added: "He is probably one of the most promising players in Dutch football.
"Noni Madueke who plays on the other wing at PSV, the London-born winger, both of them have been very impressive. They are the highlights in that team.
"They are the ones who create everything in that team and why PSV were up until last week were top of the league, but they're still fighting for the championship.
"Cody is a great player but I agree with Marco van Basten who has been campaigning against young players leaving so early.
"He's great in Holland and the Eredivisie, and if you don't know any different parameters in other leagues you would think this guy could play for Man United, Man City, Liverpool - all the clubs who have been looking at him.
"They have been sending their scouts to Holland and have been watching all the videos of him. His agent is in touch with some really big clubs in that top-five in the Premier League, he went to visit them last week.
"But Davy Klaassen and so many other players, Memphis Depay, when they left the Eredivisie early, they can't do it. English football is another massive step up.
"I would advise Cody to not rush to the big clubs - make sure you play every week.
"He's only got to look at Donny van de Beek to see what could happen to him."
