The 31-year-old ex-Premier League star is eager to leave Spartak Moscow for a switch back to the English top flight, following Russia's invasion of Ukraine.
FIFA and UEFA made it clear players stranded in both country's domestic leagues can move to clubs outside of the transfer window, due to the ongoing conflict.
Sean Dyche's Burnley agreed a short-term deal with Moses until the end of the season, with the Russian giants prepared to facilitate the transfer.
However, Premier League chiefs decided against sanctioning a move for the ex-Chelsea and Liverpool man.
Spain's top flight LaLiga has been allowing clubs to sign footballers affected by the war, while Championship side Sheffield United signed Filip Uremovic after his contract with a Russian club was temporarily suspended.
However, Italy's Serie A and Germany's Bundesliga have also blocked clubs from similar signings on the grounds of sporting integrity.
And Jordan claimed the decision to prevent Moses for returning to England was the right one, saying he'll now have to wait until the summer.
The White and Jordan host said: "Are Spartak open to a deal? If they have the player registered, he is registered to the club, if they don't want to let him go, then it becomes a problem from their side.
"I know we have this thing in life where everything is Russian bad and Ukrainian good, I know that is what we have, somewhere in the middle is the little bit of balance, of course no balance in invading someone's country and murdering civilians. No balance in that.
"But not everything is Russian bad and Ukrainian good. He can't move because that is under the hospice of the football rule because it is outside the transfer window. Are we saying FIFA are allowing leagues to move players around now because of the Russia Ukraine situation?
"The Premier League are virtually signalling because there is no reason behind it, because, of course, the transfer of Victor Moses would be outside the transfer window."
Jim White replied to Jordan, stating: "The boy simply wants to play."
"It is tough on Victor, with respect to him", Jordan replied.
"We have to accept the rough of the smooth, which is signing for a Russian side, which amongst a tremendous and diplomatic and geopolitical problem, and I know he is caught in the middle of it.
"Maybe he does himself a favour by not going to Burnley, they will probably get relegated, and with that in mind I'm not entirely sure it really matters to Victor.
"He will have to sit around for another two or three months and take his choices in the summer.
"What the Premier League are saying is we understand the climate, we are sanctioning people left, right, and centre, we are not trying to sanction Victor Moses, but we are not going to make special rules for clubs that are outside the transfer window.
"If Burnley wanted to sign Victor Moses, or he wanted to leave, they could have signed him in the January transfer window. He had not decided to leave then, the world has changed since, his circumstances have changed.
"I love Victor, and I do, he was one of my favourite kids and obviously someone I know very well from my time at the Crystal Palace.
"He always paid attention to his career, and his agent I like, one of the few agents I do but, unfortunately, he will have to wait until the summer [to move]."
