Kane is currently enduring one of his worst ever starts to a season following a failed £100million-plus move to Man City.
The Spurs talisman has just one goal and one assist in the Premier League in his opening 10 matches, and has been unrecognisable from the goalscoring phenomenon we're used to seeing.
Kane, and Spurs, have failed to register a shot on target in league action for over four hours, and serial winner Conte believes he is the man to turn things around.
Conte has won league titles in Italy and England, taking strikers like Romelu Lukaku and Diego Costa to a whole new level.
And Kane is next on his list.
"I think every single manager wants to sign Harry Kane because we are talking about a top, top player," the Italian said ahead of Spurs' return to Premier League action against Leeds United on Sunday.
"I have the possibility to work with him, to exploit his characteristics, quality and potential.
"Harry is a world-class striker and I am very happy to be his coach. For sure, with Harry we can do important things."
England captain Kane hit seven goals in two games during the international break, setting a new record for most goals in a calendar year for the country with 19.
He also climbed up to joint third in the Three Lions' all-time scoring charts, taking his total to 48 - five away from record holder Wayne Rooney.
Conte was delighted to see Kane firing for England and now says his job is to get him and others improving for Tottenham
"To score is never easy, never, so I am happy for him," Conte said.
"We are talking about a world-class striker and he is an important player for us, so to score is a boost for him. And I'm very happy because I have the opportunity to know him much more.
"I understood that he's a top player in many aspects. He wants to train very, very hard and improve.
"That is fantastic for me because my first task is to improve the players, bring the players to another level, another step. In this team, I think many players can do this."
Conte then focused on the rest of the squad, insisting it's not only Kane who needs to step up under his management.
"Harry is one player," he explained.
"All the players have to work well and if the players work well it means we are going for improvement and to try to fight for something important in the future.
"Harry is an important player, but don't forget we win with the team and whole squad and we lose with the whole squad and team.
"He has to take big responsibility, but in the same way also the others."
