Conte is expected to deploy his effective 3-5-2 system at Spurs should his work permit be granted in time for the Italian to take to the dug-out.
The likes of Matt Doherty and Dele Alli will be vying for midweek opportunities under the ex-Chelsea chief, with Harry Kane set to lead the line.
But both Bryan Gil and Ryan Sessegnon are set to miss out due to their respective hamstring injuries.
As for Vitesse, Wittek, who scored the winner against Spurs the last time they met, sustained an injury during that contest and is not fit to travel.
Million Manhoef is also a doubt with a knee issue but Matus Bero is back from a domestic suspension this week.
