The Toffees have collected one point from their opening three Premier League games and need something to kick-start their season as pressure grows on Frank Lampard.
Everton have managed just two goals, with one being an own goal, and appear desperate for a new striker, with Salomon Rondon struggling and Dominic Calvert-Lewin injured.
The hosts have had an average start to the 2022/23 season, with one win in their first five matches.
However, they have only lost once and conceded just four goals, so Scott Brown's side are difficult to break down.
Fleetwood have lost their last three games against top-flight opposition, while the visitors haven't missed out on the third round of the League Cup for 20 years.

Fleetwood v Everton: Team news
Brown hinted that the hosts would make changes from their 0-0 draw with Derby County at the weekend.
However, they will be without Darnell Johnson, while Joe Garner, Carl Johnston and Cian Hayes are pushing for starts after appearing off the bench on Saturday.
Lampard could decide to rotate his squad and play the likes of Asmir Begovic, Michael Keane, Seamus Coleman, Allan and Dele Alli.
New signings Amadou Onana and Ruben Vinagre could make their first starts for the Toffees.
Meanwhile, Calvert-Lewin, Ben Godfrey, Abdoulaye Doucoure and Yerry Mina are all still out.
Fleetwood v Everton: What has been said?
Fleetwood manager Brown: "Everyone in the dressing room is excited and looking forward to the match. There will probably have to be a few changes in midweek because the lads have been relentless and have been working extremely hard.
"Sometimes you need to give a couple of the lads a rest. I know we're coming into a huge game, and it will be a shame but for us, looking forward the league is very important to us and so is our form.
"There are lads on the bench who haven't had a lot of minutes on the pitch. It will be a huge opportunity for them to get minutes. With Frank [Lampard], he is a player I admire.
"For me growing up and also playing against him, it was fantastic. He is another young manager, and he is one who messaged me the minute I got this job and sometimes it's the small details like that, that make it.
"For me it shows he's a kind-hearted person. Our lads are going to cherish the moment on Tuesday, I am going to cherish it but for me it's about us!"
