The 25-year-old has started just five times for Spurs in the league this season, and his lack of first team football has led to club chairman Daniel Levy changing his mind regarding Alli's short term future.
Rumours suggested the Tottenham owner denied Alli a loan move to Paris Saint Germain last January.
However, according to The Athletic, now both Levy and Spurs' managing director of football, Fabio Paratici, see a temporary move away as the answer to reigniting his previous form.
The midfielder lit up the Premier League and looked to be England's next wonder boy following his move from MK Dons in 2015, but has fallen from grace ever since the departure of Mauricio Pochettino in 2019.
Alli has been unable to make the most of the opportunities given to him following the Argentine's exit, and despite promising starts to the tenures of previous managers Jose Mourinho and Nuno Espirito Santo, he has since been left out of new boss Antonio Conte's plans.
He signed a new contract with Tottenham back in 2018 that secured him to the north London side until 2024.
Given that the midfielder currently cannot break into Spurs' starting XI and a big money move looking unlikely, a loan is hoped to provide the solution for the outcast ace.
Following the reports, talkSPORT pundit Jamie O'Hara agreed that a loan move away from London was necessary for Alli to find his feet again.
The former Spurs midfielder said: "He's [Alli] lost his way, at Spurs especially, and I think the best thing he can do is get away from Tottenham, resurrect his career somewhere else, and go and try and get his head down, stay out the papers, stay out of London and really concentrate on his football".
Fellow presenter Ally McCoist shared O'Hara's view, adding: "Jesse Lingard is in a similar situation, however, I think there's a difference between the two of them.
"I think Jesse Lingard grabs any small opportunity that he gets coming his way, whether it's going to West Ham on loan, he goes there and plays well, if it's in the United team he'd certainly give everything he's got to that United side.
"Where as I look at Dele Alli just now, and it just looks to me as though the spark is gone. If Lingard get's an opportunity there's still a spark there to go and play and go and do something, but I look at Dele Alli and the lights are out".
O'Hara continued to say that Alli needed to look to the mentality of the Premier League's new rising talents to inspire him again, including Chelsea youngster Conor Gallagher who is shining on loan at Crystal Palace.
"I look at [Phil] Foden, Reece James, Gallagher, they've got these intense desires of 'I'm going to make it, I'm going to do it, I'm going to get there'," the former Spurs star explained.
"I had that as a young player and it was like nothing was going to stand in my way and stopping me getting to the top.
"It's when you get to the top, the next phase is staying at the top, and that's a difficult one to do. I think that's where Dele Alli has really struggle, setting those new targets for himself to stay at the top".
It remains to be seen where Dele Alli will be come the end of this upcoming transfer window.
However, what is for certain, is that both the Tottenham hierarchy and fans alike will be hoping for any opportunity to resurrect the player he was for them under Pochettino.
