There had been huge calls for Rubiales to quit his position at RFEF after his controversial behaviour at the Women's World Cup final.
He kissed Spain Women star Jenni Hermoso on the lips after they beat England, something the player later said she 'did not want'.
An extraordinary general assembly was called and the media were briefed that Rubiales would be announcing his resignation.
The Spanish FA had Pedro Rocha lined up to replace Rubiales, but in an astonishing twist, Rubiales insisted he was not going anywhere.
He blamed 'fake feminism' for the response to his actions and shouted on stage 'I am not resigning' multiple times as the audience applauded.

Footage of the speech has since been posted on social media, where in the foreground current Spain men's boss Luis de La Fuente can be seen wildly applauding, along with women's boss Jorge Vilda.
Rubiales then went on to tell Vilda in the front row that he wants him to stay longer as Spain coach and offered him a four-year contract on half a million euros a year.
He went on to state: "A social assasination is in place. Did you really think I would resign over a peck?
"Jenni was the one who lifted me up," he said. "I told her to 'forget about the penalty' and I said to her 'a little peck?' and she said 'OK'.

"It was a spontaneous kiss. Mutual, euphoric and consensual. That's the key.
"A consensual 'peck' is enough to get me out of here? I will fight until the end."
Rubiales had faced calls from all corners to resign his position after kissing Hermoso on the lips.
He had also earlier grabbed his crotch as Spain beat England in the World Cup final in the company of Queen Letizia and her teenage daughter.
"I'm ready to be vilified to defend my ideals," added Rubiales. "I don't deserve this manhunt I have been suffering.
"I want to apologise without reservations for everything that happened in the box, when in a moment of euphoria I grabbed that part of my body that you have already seen.
"Of course I have to apologise, to the Queen, and to everyone who has felt offended. I have been in countless boxes and I have never behaved like that."
Hermoso insisted her union, Futpro, will defend her interests while a statement from the group insisted that Rubiales would not go unpunished.
The Futpro statement said: "We are working to ensure that acts such as those we have seen never go unpunished, that they are sanctioned and that the exemplary measures are adopted to protect women footballers from actions that we believe are unacceptable."
