There was a whole host of top players he beat including the likes of Cristiano Ronaldo, Mohamed Salah and Karim Benzema.
The 29-year-old was involved in Chelsea's Champions League success before helping Italy win Euro 2020, beating England in the final.
The midfielder has suffered a drop in form over the last few games, with his mistake against Manchester United costing the Blues a goal. He did then go and convert a penalty to salvage a point.
He also played his part in West Ham's first half penalty against Chelsea at the London Stadium.
Jorginho's loose back pass to Edouard Mendy led to the goalkeeper bringing down Jarrod Bowen, with the Hammers going on to win 3-2.
Former Aston Villa striker Agbonlahor believes the Italian was not worthy to be so high up in the Ballon d'Or race.
He told talkSPORT: "Jorginho, I don't know how he could be in the Ballon d'Or running. He gave away that goal and it's just his complacency.
"Chelsea have got a bit comfortable in the way they've been playing.
"To just receive the ball where he did, short pass to Mendy and put the goalkeeper in trouble and then Mendy will get the blame.
"Jorginho was also at fault for the Sancho goal at Manchester United, I think he's getting a bit too complacent back there."
