The 29-year-old was unable to take part in the Lionesses' triumphant Euro 2022 campaign due to a knee injury before being recalled to the squad in September.
Nobbs was then omitted from Sarina Wiegman's party for October's games, but she has since scored in back-to-back clashes against Zurich and West Ham United for Arsenal.
The midfielder started on the bench in the latter contest but has linked up with the England squad once again, and she is joined by two uncapped players in Manchester United's Maya Le Tissier and Brighton & Hove Albion's Katie Robinson.
Manchester United forward Alessia Russo has also made her comeback from injury, but Nobbs's Arsenal teammate and captain Leah Williamson remains sidelined.
There is also no space in the squad for Aston Villa goalkeeper Hannah Hampton, who is reported to have been dropped amid alleged concerns over her behaviour and attitude.
"These will again be two good challenging games for us which is just what we want and need at this stage," Wiegman told englandfootball.com.
"We are hoping the conditions in Spain will help us to maximise our training as every session counts, along with the matches of course, in helping us to be ready for the World Cup.
"We cannot waste a minute and I am looking forward to getting back on the grass. We have some new players to look at as we know we have so much competition for places coming through."
England will take on Japan on Friday November 11 before facing off against Norway in Murcia four days later.
