That's according to reports in Germany that claim the out-of-favour striker and his representatives are 'already planning to leave London'.
The Blues forward has been unable to cement his place in Thomas Tuchel's starting XI so far this campaign, and has expressed his discontent with his current situation in west London.
While he has struggled to make an impact for the Premier League club this season, scoring seven goals in all competitions, Werner admitted he is more 'comfortable' playing for his national team after his latest impressive performance for Germany.
Opening up after scoring in a 2-0 win over Israel, Werner said: "I'm a striker and I always want to score.
"Things aren't going the way I'd like at Chelsea, so it's all the better that things are going well here [with Germany] under Hansi Flick.
"There are differences in the style of play between football at Chelsea and here. Maybe the one at the national team suits me better.
"Here, I always have scoring chances, I can score goals. I feel very comfortable here."
Now, it has been reported by German outlet Sport1 that Werner is looking to seal a move away from Stamford Bridge this summer.
It is also claimed Chelsea will not stand in the 26-year-old's way should he want to leave - despite him being contracted until 2025 - as long as any suitors can pay his £33million price tag.
That represents a drop in value, having paid £47.5m [€53m] to trigger Werner's release clause at former club RB Leipzig.
The transfer would also depend on Chelsea owner Roman Abramovich being able to sell the club, given the Russian is currently subject to economic sanctions from the UK government and the club blocked from signing or selling players.
Not all hope is lost for Werner though. Should Abramovich's sale of the club go through prior to the summer window, the former RB Leipzig player has attracted attention from other clubs.
Borussia Dortmund are reportedly among one of the sides that have shown interest in the goalscorer.
Werner's sale will be aided by his performances on the international stage, too, with the 26-year-old recording six goals in six appearances for Germany since Flick took charge.
The Stuttgart-born star has had an underwhelming season at club level, scoring just once and recording only one assist in 14 Premier League games.
When asked about Werner's situation, the German coach, Hansi Flick, said: "The players have to take responsibility themselves and assess what is right for the future.
"We want to support him as best we can because he has enormous qualities."
The Blues star was originally brought to Stamford Bridge back in 2020 by Frank Lampard after Chelsea were able to beat fellow Premier League giants, Liverpool, to securing his signature.
The German had had a stellar season in his homeland prior to his move, scoring 34 goals in all competitions.
Whilst his first season at the Bridge did not quite live up to his previous success, he did net 12 times for the Blues and was also part of Thomas Tuchel's Champions League winning side.
Fast forward to this campaign, however, and Werner has dropped to single figures when it comes to finding the back of the net, adding four assists to his tally of seven goals, which has seen him fall out of favour.
