After being priced out of the race for Bellingham, Liverpool have now made Chelsea contract rebel Mason Mount their top target.
Chelsea are still hopeful of agreeing Mount to stay but at the moment there is no sign of a breakthrough in negotiations over a new deal.
The Blues are one of a number of clubs tracking Southampton's teenage sensation Romeo Lavia, who is set to be one of the most sought-after players this summer.
Lavia's old club Manchester City have a buy-back option on the £50million rated midfielder but that does not kick in until the end of next season.
With City also likely to miss out on Bellingham, they could try and re-sign the Belgium international a year early.
Arsenal are also looking to bolster their midfield this summer and are expected to revisit their interest in Brighton's Moises Caicedo as well as West Ham captain Declan Rice.
With Rice also on the shortlist of Manchester United and Chelsea, the Hammers are hoping they can spark a bidding war to raise his price tag to more than £120m.

Sterling stays
Raheem Sterling remains committed to Chelsea despite a turbulent first season at Stamford Bridge.
The Blues are planning a big summer clearout of their bloated squad once their new manager, set to be Mauricio Pochettino, is in place.
But talkSPORT understands England winger Sterling is keen to play a big part in the rebuild.
Sterling only moved to Chelsea from Manchester City as the first signing of the Todd Boehly era and has scored four goals in 22 Premier League appearances.
The 28-year-old is said to be excited about Pochettino's potential arrival.

Bournemouth back in
Bournemouth are ready to revive their interest in Villarreal forward Nicolas Jackson.
Jackson was close to completing a £22.5m move to the south coast in the January transfer window but the move broke down after he failed a medical.
The plan was always for the Cherries to revisit the deal for the Gambian international if they stayed up.
Bournemouth are also in talks with Colombian midfielder Jefferson Lerma about a new contract although there are no guarantees he will accept.
As it stands Lerma, 28, will be a free agent at the end of the season.
