The Real Madrid-bound attacker suffered a broken nose in a collision with Kevin Danso in Monday's 1-0 win over Austria, but he has been training with a protective mask over the past couple of days.
Didier Deschamps was optimistic of Mbappe's chances of making the squad for tonight's game, but after reports that the 25-year-old would only make the substitutes bench, he has indeed been omitted from the first XI.
Aurelien Tchouameni has been summoned to replace Mbappe, suggesting that Deschamps has tinkered with his formation, as Marcus Thuram and Antoine Griezmann have been named up top.
Tchouameni's inclusion is the only change to the France XI from their beating of Austria, while Netherlands boss Ronald Koeman has also made a single alteration, bringing in Bundesliga winger Jeremie Frimpong and dropping Joey Veerman, who is on a yellow card.
Both sides prevailed in their opening matches of Euro 2024 and will therefore seal a top-two finish and a place in the last 16 with a win, in France's case as group winners thanks to Austria's 3-1 victory over Poland.
