Neves had been holding out for a move to Barcelona but grew impatient waiting for the Catalan giants to firm up their interest.
The Portuguese star moved to Wolves in 2017 and helped them to secure promotion from the Championship in his first campaign with the club.
Since then he's gone on to make 253 appearances for the club, scoring 30 goals in the process.
Now 26, Neves is looking for a new challenge after six years at Molineux.
Liverpool and Barcelona have both been linked with a move for the player in recent months, with the Catalan giants tipped to finally get their man this summer.

However a move to Saudi Arabia now could be on the cards, despite Neves admitting his dream of playing in the Champions.
Speaking at the end of the season, he said: "I want to be here but I never hide that I want to play Champions League football. It's a hard decision.
"Me and my family love it here, but in football you have to go for your main goals.
"Nothing's happened yet. If it was my last game here I really enjoyed it and I'm very thankful for the last six seasons."
