Nuno Espirito Santo's side have already secured the signature of Cristian Romero from Atalanta BC but are thought to be keen to bring in more defensive reinforcements before the transfer window shuts.
Spurs were originally reported to be eyeing a move for Torres - previously linked with Manchester United - although the Spain international supposedly rejected the opportunity due to his desire for Champions League football.
As a result, Spanish outlet IDEAL reports that Spurs are now plotting a move for Granada defender Duarte, who has under two years left to run on his contract with the La Liga side.
The report adds that the 26-year-old possesses a £25m release clause in his Granada contract, and Tottenham are likely to see an opening offer of £8.5m swiftly rejected.
Duarte - previously of Sporting Lisbon - featured 42 times in all competitions for Granada last season and has won two caps for the Portuguese national team.
