According to Media Foot Marseille, the most recent interest in Ndombele's signature has come from Galatasaray.
Like Lyon, the Turkish giants have failed to secure European football for next season, but that disappointment is leading to a rebuilding job at the Nef Stadium.
A number of notable signings have already been made with Galatasaray beating other European clubs to the signings of Leo Dubois, Sergio Oliveira and Haris Seferovic.
New head coach Okan Buruk now seemingly wants to add Ndombele to his midfield with an enquiry said to have been made in recent days.
The report suggests that a loan deal is the only realistic option with Spurs currently not interest in negotiating a cut-price fee.
Nevertheless, with no continental football, Galatasaray are also not in a position where they can afford to commit to a big financial outlay on the player.
As it stands, it is unclear whether the Super Lig giants will be successful with any bid, the report adding that Spurs are merely open to offers at this stage.
Earlier this summer, Ndombele hinted that he was motivated to earn himself another chance at Spurs, but he has not featured in the squad for a number of their pre-season friendlies.
