Wrexham took the automatic promotion place, with Notts County having to contest an arduous play-off campaign, which they have now won at Wembley after plenty of drama.
Things were chaotic enough in their semi-final when they came back from 2-0 down to beat Boreham Wood 3-2 in extra time, and it was a similar struggle in London.
Chesterfield twice went ahead through Andrew Dallas and Armando Dobra, but were pegged back on both occasions by former Tottenham man John Bostock and then Ruben Rodrigues.
With the game heading to penalties, Notts County manager Luke Williams made the bold call to substitute goalkeeper Sam Slocombe for shoot-out specialist Archie Mair, and it proved to be a stroke of genius.

Mair twice saved from Chesterfield players before Bostock tried to Panenka a match-winning penalty, but hit the bar.
The two following spot kicks went in, though, with Notts County achieving glory.
Wrexham star striker Paul Mullin was in attendance and paid tribute to the side that pushed them all the way.

"They deserved it," he said. "I'm pleased for them."
His club owner Reynolds had earlier given a similar remarks after Wrexham's National League win.
"Huge credit to Boreham Wood tonight," he said after clinching the title. "Also, this entire story, the reason we're sitting on the edge of our seat right now is because Notts County is so damn good as well. They deserve to go up.

"It's something Rob and I feel quite strongly about. We are rooting for Notts County. We want to see them go up to League Two and face them next year. They're incredible."
