Rules state that a loanee can play against his parent club in cup competitions if they give permission.
According to the Chronicle, Newcastle received permission from Chelsea last week and therefore Hall is available to play.
That will provide a huge boost for Howe who will need all players available having seen his squad obliterated by injuries in recent weeks.
Hall scored in a 3-0 win over Manchester United to reach the final eight of the Carabao Cup and he will now be able to try and make an impact against Chelsea.

The 19-year-old's future at Newcastle has been questioned due to the club's obligation to buy him at the end of the season.
When asked about the defender's lack of game time, Toon boss Howe admitted that he may not be staying at St James' Park.
