Gareth Southgate has named his squad for Nations League matches against Hungary, Italy and Germany, with Bowen and Leicester's James Justin featuring for the first time.
Bowen scored 12 goals and recorded 12 assists in the Premier League this season, whilst scoring three in West Ham's Europa League campaign which saw them reach the semi-finals.
He was also nominated for the Premier League's Player of the Season, alongside Mohamed Salah and Kevin De Bruyne.
And, after Southgate said the former Hull City forward was 'in the frame' when he picked his last squad, he has finally been rewarded with his first international call-up.
Justin could also get his first England cap, having reportedly been close to a call-up in 2020, until an ACL injury saw him miss almost a year of football.
However, since his return earlier this year, the full-back has been back to his best, making seven appearances for the Foxes under Brendan Rodgers.
He is one of five right-backs in the squad alongside Trent Alexander-Arnold, Reece James, Kieran Trippier, and Kyle Walker, which means he will have to fight off plenty of competition to go to the World Cup later this year.
But the 24-year-old's ability to play on either flank and in central midfield may mean Southgate opts to take him to Qatar for his versatility.
There are also recalls to the Three Lions squad for Fikayo Tomori and Tammy Abraham, who are both plying their trade in Italy for AC Milan and Roma, respectively.
Tomori has just won Milan's first Scudetto in 11 years, whilst Abraham scored 17 Serie A goals this season, making him the leading English scorer ever in the Italian top flight.
Newly-crowned Premier League champions Walker, John Stones, and Jack Grealish are all also included.
Champions League finalist Alexander-Arnold makes the squad, but his Liverpool captain Jordan Henderson has unexpectedly not been selected.
Arsenal's Emile Smith Rowe, Crystal Palace's Tyrick Mitchell, and Aston Villa's Tyrone Mings and Ollie Watkins are the other players who haven't made this squad despite featuring in the Three Lions' last fixtures.
