A journalist asked Mourinho if he could hear him and the former Chelsea boss replied, 'No', before walking off.
Spurs failed to register a shot on target against a Bournemouth side who had suffered four successive losses since last month's restart.
And Mourinho was adamant Tottenham should have been awarded a penalty in the early stages when Josh King seemed to foul Harry Kane in the box.
However, VAR official Michael Oliver, who also ruled out a Tottenham goal in last week's 3-1 defeat at Sheffield United, chose not to overrule referee Paul Tierney.
Mourinho was left bemoaning Oliver's officiating for a second week in a row.
He told Sky Sports : "The game had the most important moment - you know when, you know who - and I don't want to say anything more in relation to that because everyone knows and I don't need to say much more. Everybody knows.
"The same referee that was the VAR against Sheffield United. In the world, everybody knows that is a penalty. And I say everybody, I mean everybody.
"It's not just my opinion, everyone in the world, everybody knows that is a penalty. And when I say everybody, I say everybody, everybody.
"I am not saying that Harry Kane scores 100 per cent of his penalties, but it is very, very high.
"Normally at minute five we would be winning 1-0 against a team in trouble, I think the game would be completely different.
"Like Sheffield, the man of the match was not one of the players. But at Sheffield I could blame myself and the players, today I could not do that."
Tottenham are in ninth place and a point behind north London rivals Arsenal, who they host on Sunday.
