Tottenham - who are currently eight in the WSL - are targeting Blues forward England, who was part of the Lionesses' European Championship winning squad this summer.
The Daily Mail claim England will join Spurs for £250,000, making her the most expensive British player in the league.
Fellow Lioness Keira Walsh holds the record for an English player moving abroad, with her summer move from Manchester City to Barcelona believed to be around £400,000.

Meanwhile, England's transfer will put her level with Danish star Pernille Harder, who signed from for Chelsea from Wolfsburg in 2020 for £250,000, for the most expensive move into the WSL.
England has been a Blues player since 2016, but has made just two starts for Emma Hayes's side this season.
Meanwhile, Spurs are crying out for a player like England, given they have managed just 11 goals in nine league games this season, with eight of those coming in the same match against Brighton.

The ex-Doncaster Belles star was left out of England boss Sarina Wiegman's last two England squads in October and November.
Her last goals for the Lionesses came in September's World Cup qualifier against Luxembourg, so it's likely she'll be keen to get more game time, which a move to Spurs could provide.
