The 24-year-old is expected to make a move to the Premier League this summer, which could spark a bidding war between three clubs with Leicester reportedly joining the race for the Ivory Coast international.
Sangare has starred for PSV this season and has arguably been their most consistent performer in a campaign which sees the club pushing Ajax all the way in an Eredivisie title race that is set to go to the wire.
The midfield enforcer also impressed in his club's Europa Conference League quarter-final clash against Brendan Rodgers' Foxes, despite exiting the competition with a 2-1 aggregate defeat.
He clearly did enough to impress the transfer chiefs, with Leicester linked with an interest ahead of the summer transfer window.
But PSV legend Aad de Mos insists Sangare is good enough to play for a bigger club, and has urged north London rivals Arsenal and Spurs to make a move, saying he's better than some of their current midfield options.
"Ibrahim Sangare is better on one leg than Leicester's midfield," De Mos told Voetbal4U.
"This season, he is the king of PSV.
"Sangare is not only suitable for Leicester, he can also easily join an even higher club. He can easily play at Tottenham and certainly also at Arsenal. He is better than Albert Lokonga.
"Sangare is a great player. I think €35m [£29.4m] is a good price. He would be first on the team sheet for any of those teams, Leicester, Arsenal or Spurs.
"You need someone like that, who takes the ball and always puts the boot in.
"And, lately, he has also become dangerous in the opposition penalty area."
Arsenal were keen on Sangare in 2020 before PSV swooped to secure the player in a £9million deal from Toulouse, his agent admitted to news outlet De Telegraaf.
The Gunners could draft in the Ivorian as a long-term replacement for Granit Xhaka, who continues to be linked with a move to Roma, and at an attractive price that suits their transfer plans.
Tottenham could also look to bolster their midfield, with Antonio Conte keen to add strength in depth with the futures of Giovani Lo Celso and Tanguy Ndombele - currently on loan at Villarreal and lyon - uncertain.
Original interested party Leicester, meanwhile, have already identified Sangare as a replacement for Youri Tielemans, should the Belgium international move on this summer.
