The 23-year-old has attracted interest from all across Europe after a stellar campaign in the Netherlands, registering 21 goals and 15 assists in 47 appearances in all tournaments.
Gakpo's exploits as captain helped PSV reach the quarter-finals of the Europa Conference League, and he hit double figures in both goals and assists in the Eredivisie.
Arsenal are believed to be one of the frontrunners to sign the 6ft 2in attacker ahead of the 2022-23 season, and the Dutchman has spoken of his admiration for the club.
"The Premier League is a big league. Virgil van Dijk plays there with Liverpool so I like to watch them," Gakpo told the press, as quoted by FourFourTwo.
"We are not the same kind of league but I think we try to look at the Prem and learn about it. Everybody wants to play one time in the Prem. I don't favour one team but I like Arsenal a lot. I looked up to Henry when I was younger because he was a tall guy who played on the wing."
Now, a report from CaughtOffside - as cited by The Mirror - claims that Arsenal are one of two Premier League clubs to have been offered the chance to sign the PSV man in the upcoming window.
The report adds that Chelsea are also in the running to strike a deal for Gakpo, who will seemingly be on the way out of PSV despite possessing a contract at the club until 2026 - signing an extension as recently as January.
A fee of €30m (£25.8m) will supposedly be enough to prise Gakpo away from the Dutch giants, who are happy to cash in on the highly-rated attacker after his eye-catching campaign.
Gakpo has risen through the youth ranks at PSV to register 42 goals and 33 assists in 135 appearances for the club, winning one Eredivisie title and one KNVB-Beker in the process.
Arsenal are known to be in the market for at least one new forward after Pierre-Emerick Aubameyang's January departure, while Alexandre Lacazette is also confirmed to be leaving at the end of the month.
Eddie Nketiah is poised to sign a new five-year deal at the club, while Folarin Balogun and Mika Biereth will hope for more first-team opportunities in the Europa League in 2022-23.
Meanwhile, Chelsea striker Romelu Lukaku has supposedly decided that he wants to leave the club and seal a return to Inter Milan, but the Italian giants may struggle to afford a move.
The Nerazzurri are unable to formulate the financial package necessary to re-sign Lukaku permanently, and Chelsea are allegedly after a mammoth fee of £20m to let the Belgian leave on loan.
Christian Pulisic's future has also been called into question, with the USA international thought to be a contender to replace Sadio Mane at Liverpool.
