The Chelsea star was not selected for the Africa Cup Of Nations after failling out with manager Vahid Halilhodzic.
The 28-year-old was recently accused by the Morocco boss of faking an injury to avoid playing in a friendly last year - and his behaviour has been criticised.
Capped 40 times by his country, scoring 17 times and producing 10 assists, Ziyech hasn't played for his country since June 2021, and barring a change of heart, will not earn another cap again.
"Obviously I understand them but I will not return to the national team," Ziyech told Abu Dhabi Sports on Tuesday ahead of Chelsea's Club World Cup campaign.
Asked if he had drawn his last conclusion, the former Ajax star said: "Yes, it's my final decision.
"It's all clear for me how things are going over there.
"It's all clear for me and I'm focusing on what I'm doing and right now that's my club.
Ziyech added: "At the end of the day it's the decision he makes and you have to respect it but if all the lying comes with it, it's for me clear.
"Like I said before, I will not return to the national team.
"I understand [it's bad news for the Moroccan supporters], I feel sorry for them, that's the situation right now."
